You might be interested in what we're doing at Thanet DC:

We've been running a YouTube channel for about a year now, using it to market some our events & ran a competition in late 2007.  You can see it at http://www.youtube.com/user/ThanetCouncil . Haven't had a lot of time to give it yet but racked up around 5,000 hits on what we have uploaded & embedded back on the council website e.g. http://www.thanet.gov.uk/news/focus_articles/margate_big_event.aspx - free video streaming!

We've also been using Facebook to hook up with a local group of 2000 people who are talking about Thanet Community Safety issues. 

Just sign into Facebook and search for Thanet Community Safety or take a look at the positive coverage we got from the BBC at http://news.bbc.co.uk/1/hi/england/kent/7625025.stm

Just shows what web 2.0 can achieve, with very little effort & money.

Hoping to build on this in the future - will keep you posted.
